The analysis of the evaluation of the efficiency and effectiveness of the control institutions in guaranteeing the accountability and transparency of the public administration (hereinafter referred to as the analysis) is focused on the work of several control institutions in the Republic of North Macedonia from 2013 to 2018. The control institutions defined and listed below, are bodies that have the competence to perform oversight, control and monitoring of the work of public administration bodies. They have the authority to seek the establishment of political, misdemeanor and criminal liability of elected and appointed public office holders, as well as the disciplinary, misdemeanor and criminal liability of administrative officers.

The purpose of this document is to analyze the work of the control institutions over a period of six years and to identify problems and obstacles that impede the demand for accountability and transparency by public administration bodies. The document analyzes the reasons and the identified problems and suggests recommendations for improving the work of the control institutions.

The subject of analysis is the competence, function and actions of the control institutions of the public administration in regard to their powers to ensure responsibility and transparency of the individual bodies and institutions. Furthermore, the efficiency and effectiveness of the work of the control institutions are analyzed and compared between 2013 and 2018 in ensuring accountability and transparency of individual bodies and institutions.

The findings and recommendations of the analysis will contribute to providing sound evidence-based public policy proposals within the forthcoming reforms envisioned and planned with the recently adopted Public Administration Reform Strategy 2018-2022 and the Action Plan for its implementation.
