The third video session of the Council for Coordination and Monitoring of the Open Government Partnership Process and the National Action Plan for OGP 2018-2020 was held on 20 July.

The session was organized and chaired by Ms. Maja Petkovska Leses, co-president of the Council for Coordination and Monitoring of the Open Government Partnership Process (the Council) and the National Action Plan for OGP 2018-2020 (NAP).

The session was attended by 11 members of the Council, as well as Gordana Gapic Dimitrovska – National Coordinator for Open Government Partnership at the Ministry of Information Society and Administration (MISA), Adrian Abazi and Stanislav Vasilevski – MISA; Aleksandra Cvetkovska – NDI; Bojan Vasilevski – Parliament of the Republic of North Macedonia; Zlatko Atanasov – Parliamentary Institute – Parliament of the Republic of North Macedonia; Aleksandra Jovevska Gjorgjovska – Institute for Democracy “Societas Civilis”; Gorica Nadzinska – CPIA; Marija Nikolovska Arsovska and Qendresa Sulejmani – Metamorphosis Foundation.

Two representatives from the expert-administrative service of MISA and Ivona Stalevska from the Foundation Open Society – Macedonia (member of the Council and coordinator of the Network of Civil Society Organizations for OGP) provided administrative and logistical support for the preparation and organization of the session.

Following the adoption of the draft agenda, the Working Group formed by the Council for Coordination and Monitoring of the Open Government Partnership Process and the National Action Plan for Open Government Partnership 2018-2020 at the session held on 9 June 2020 composed of: Darko Antic from the Association for Emancipation, Solidarity and Equality of Women, Ivona Stalevska from the Foundation Open Society – Macedonia, Eli Čakar from the Ministry of Local Self-Government, Gordana Gapič Dimitrovska from the Ministry of Information Society and Administration, Sunčica Kostovska-Petrovska from the Foundation Open Society -Macedonia, and Marija Nikolovska Arsovska of the Metamorphosis Foundation for Internet and Society in charge of preparing a draft Time frame and manner of implementation of the process of co-creation of the Action Plan for Open Government Partnership 2020-2022, informed the members of the Council about the proposed dynamics and procedure for implementation of the co-creation process and presented the draft documents: Draft-procedure for conducting consultations with the public for creating new priorities and commitments within the process “Open Government Partnership”; documents resulting from the draft procedure (time frame for preparation of the NAP, forms for completion – part of the co-creation procedure, public call for participation in the process of co-creation of the NAP for Open Government Partnership 2020 – 2022) , as well as the Draft-guidelines for implementation of a questionnaire for evaluation of the implementation of the NAP measures for Open Government Partnership and the need for their inclusion in the new action plan.

The members of the Council reviewed and discussed the documents and after changes and additions to the content concluded that they will be adopted at a corresponding session of the Council on 29 July 2020. Voting will take place electronically after entering the individual credentials of each member of the Council.

In continuation of the session of the Council, Aleksandra Cvetkovska from NDI presented the current activities in the process of co-creation of commitments for Open Parliament, while Gorica Nadzinska from CPIA presented the current activities in the process of co-creation of commitments for Open judiciary.
