The civil society sector accumulates enormous creative energy that should be used actively in the public sector by improving and nurturing a culture of inclusion and respect for the rights of all citizens in the process of policy making and decision-making, laws and access to information.

The Network of Civil Society Organizations for Open Government Partnership (hereinafter referred to as the OGP Network) is committed to establishing a new structure for coordination of the OGP process in North Macedonia in accordance with international experience, in order to improve communication of all parties involved and strengthen monitoring and evaluation of activities. The OGP Network participates and contributes to the establishment of a structure for coordination and monitoring of the development and implementation of the National Action Plan for Open Government Partnership 2021-2023 (hereinafter: NAP for OGP 2021-2023).

Hence, based on Article 55 paragraph (1) of the Law on Organization and Work of the State Administration Bodies (“Official Gazette of the Republic of Macedonia” No. 58/00, 44/02, 82/08, 167/10, 51/11 and the “Official Gazette of the Republic of North Macedonia” No. 6/19 and 110/19), regarding the Guidelines for Governance and Participation in the Open Government Partnership Initiative and the Standards for Co-creating and Designing a Multi-Stakeholder Forum, The Minister of Information Society and Administration adopted Guidelines on the manner of establishment and operation of the Council for coordination and monitoring of the Open Government Partnership process number 16-4844 / 1, 20.12.2021 on the basis of which the Open Government Partnership Network announces an:

OPEN CALL

 

For expressing interest in the membership of representatives of interested civil society organizations in the Council for Coordination and Monitoring of the National Action Plan for Open Government Partnership 2021-2023

 

 

The open call should enable the application of 8 (eight) [1] representatives of interested civil society organizations who share the values of the Open Government Partnership and advocate for greater participation, openness and accountability of the authorities and apply those principles in their work, for their participation in the Council for Coordination and Monitoring of the National Action Plan for Open Government Partnership 2021-2023 (hereinafter: the OGP Council) in the process of implementation and monitoring of the NAP for OGP 2021-2023.

The OGP Council for 2021-2023 is an advisory body for coordination and monitoring of the development and implementation of action plans. Membership in the OGP Council is voluntary and free of charge. The OGP Council has a key advisory and decisive role at all stages of the NAP process, through the planning cycle, in the development of the NAP and in the implementation, monitoring and reporting of the NAP. The OGP Council is established to encourage transparency and openness of the work of state administration bodies, as well as other state government institutions and to encourage the participation of civil society in the implementation and monitoring of the OGP initiative in the Republic of North Macedonia; to ensure cross-sectoral cooperation and to establish clear, structured and lasting mechanisms for ongoing dialogue between the authorities and civil society; to increase the participation of civil society in the POA processes and in the preparation of OGP action plans and to support, encourage and monitor the implementation of the current action plan.

Through membership in the OGP Council, the registered participants will be able to provide their contribution in the implementation and monitoring of the commitments within the five priority areas of the NAP for OGP 2021-2023: Transparency, accountability, proactivity and inclusiveness; Preventing corruption and promoting good governance; Delivery of public services, Access to Justice and Environment and climate change and to influence the process for their timely, smooth and successful implementation, as well as the commitments within the Action Plans of the Open Judiciary and Open Parliament 2021-2023.

This call invites all interested civil society organizations established in accordance with the Law on Associations and Foundations (“Official Gazette of the Republic of North Macedonia” no. 52/10, 135/11 and 55/16) to apply by submitting the attached application and the necessary documents. * which prove the fulfillment of the criteria.

The deadline for applications is January 13 (Thursday) 2022.

The public open call is announced no later than seven days after the adoption of the Guidelines for the establishment and operation of the Council for coordination and monitoring of the Open Government Partnership process, and the election of the members of the OGP Council who are representatives of civil society organizations is done by Network of CSOs for Open Government Partnership no later than 14 days from the deadline for submission of applications.

After reviewing the applications by the OGP Network, the organizations that have expressed interest in membership in the OGP Council will be informed about the process and the selected members.
